POSITION TITLE: Police Human Resources Manager

SALARY: $1,626.00/bi-weekly

JOB DESCRIPTION: Performs a variety of routine and complex administrative, technical and professional work tasks in analyzing and administrating various components of the personnel system of the Police Department,including advising the Chief of Police on Civil Service issues. Assist in the recruiting, hiring, and promotional processes and coordinating Civil Service functions within the department. Works in liaison with the City Human Resource Department to ensure effective application of the human resources systemwithin the organization.

REQUIRED MINIMUM QUALIFICATIONS: Graduation from a four year college with a degree in Human Resources, Public Administration, Business Management or a closely related field and two years experience in a human resources capacity; or any equivalent combination of education and experience. Requires approximately 20% travel representing the city at recruitment events. Must pass a background check and a polygraph test.  Employee must have a valid Texas Driver's License by date of hire. The applicant must not have been convicted of or placed on court-ordered community supervision or probation for any criminal offense above the grade of Class B misdemeanor. The applicant must not have been convicted of or placed on court-ordered community supervision or probation for a Class B misdemeanor within the preceding ten years. The applicant must not be currently under indictment for any criminal offense. Upon selection, must show proof of education.

ESSENTIAL DUTIES AND RESPONSIBILITIES: Prepares job vacancy announcements; prepares effective professional advertisements for newspapers, professional and trade publications. Screens applications for completeness; insures appropriate documentation is provided. Reviews Criminal History Background and Driving History Background Checks for new hire and promotional employees. Oversees and administers examinations for Civil Service entry-level and promotional positions. Works closely with police staff in recruiting for Police Officer positions and correspondence with applicants concerning the testing process. Sits as non-voting member of the Civil Service oral boards to ensure compliance with Federal, State, and Local hiring rules. Acts as advocate for the Department in unemployment matters and representative at unemployment claim hearings. Researches and advises employees about the City’s personnel policies regarding personnel issues, Civil Service policies, and rules in accordance with the City of Killeen personnel policies and procedures. Facilitates the development of promotional Civil Service examinations working with vendors, ensures study lists are posted appropriately, scores examinations and properly posts notifications as appropriate. Ensures local Civil Service rules are updated and adopted as needed to be current and maintain accuracy of information. Prepares and administers the budget of the human resources function within the police department. Ensues activities are performed within budget; monitors expenditures in assigned areas and prepares annual operations budget requests. Consults legal counsel to ensure that policies comply with federal and state law.
