JOB DESCRIPTION: Performs a variety of supervisory, administrative and technical work in the current and long range planning programs of the city related to the development and implementation of land use and related municipal plans and policies.
REQUIRED MINIMUM QUALIFICATIONS: Graduation from an accredited four-year college or university with a degree in land use planning, urban planning, landscape architecture or a closely related field, and four years experience in municipal planning; or any equivalent combination of education and experience. Must have a valid Texas Driver's License by date of hire. Upon selection, must show proof of education. Education from a postsecondary institution/program that is used to meet minimum qualifications must be from an educational institution/program accredited by an accrediting agency recognized by the US Secretary of Education.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Supervises assigned operations to achieve goals within available resources; plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed. Serves as a team leader in the development of short and long range plans; gathers, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed. Serves as staff coordinator to Planning and Zoning Commission. Provides staff support to City Council. Serves as staff coordinator for City Council Transportation Committee. Serves as staff coordinator for City Council Landscape Committee. Attends City Council meetings and acts as Staff advisor on planning, zoning and subdivision matters. Attends City Council Water, Sewer, and Drainage Committee meetings. Directs preparation of all agenda materials for Planning and Zoning Commission hearings. Directs preparation of agenda materials for City Council hearings related to Planning and Zoning Commission Actions. Develops and writes ordinances, revisions for Planning and Zoning Commission and City Council consideration. Provides technical and professional advice; makes presentations to supervisors, boards, commissions, civic groups and the general public. Prepares a variety of studies, reports and related information for decision-making purposes. Prepares grants and applications for submittal to various State and Federal agencies for specific projects and acts as liaison between the City and those agencies to obtain approval and to administer the allocation and utilization of the funds involved. Assists in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste or other plans and codes to meet the City's needs and any inter-governmental agreements or requirements. Evaluates land use proposals to insure compliance with applicable City, State or Federal laws. Assists city staff in the enforcement of local ordinances and in interpreting city codes and master plans. Consult with and direct activities of prospective land developers. Attends Central Texas Council of Governments Transportation Technical Committee and Policy Planning Board meetings. Supervises acquisition of R.O.W. for new roads, parks and easements.
